A developmental disability is:
• A severe and lasting mental and/or physical impairment which occurs prior to age 22 and is likely to continue indefinitely.
• A disability resulting in substantial functional limitations in three or more major life activities, including self-care, speaking, understanding language, learning, mobility, ability to make decisions, living alone and financial independence.
